{"id":2032,"date":"2016-07-01T22:15:42","date_gmt":"2016-07-01T22:15:42","guid":{"rendered":"http:\/\/orionhealth-blog.local\/?p=2032"},"modified":"2024-11-04T21:38:20","modified_gmt":"2024-11-04T21:38:20","slug":"your-acos-it-leaders","status":"publish","type":"post","link":"https:\/\/orionhealth.com\/ca\/blog\/your-acos-it-leaders\/","title":{"rendered":"Your ACO&#8217;s IT Leaders"},"content":{"rendered":"<p><strong>There\u2019s no nice way to put it: IT leaders serving thousands of ACOs simply aren\u2019t doing their best to enable their organisations to capitalise on the Medicare Shared Savings Program (MSSP) and other&nbsp;<\/strong><a href=\"https:\/\/www.ced.org\/blog\/entry\/top-healthcare-stories-for-2016-pay-for-performance\"><strong>pay-for-performance<\/strong><\/a><strong>&nbsp;(P4P) incentive programs.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-css-opacity\"\/>\n\n\n\n<p>This disappointing lack of engagement poses a serious problem to physician groups,&nbsp;thousands of whom&nbsp;missed opportunities and suffered penalties to their Medicare payments in 2016.<br><br>Fortunately, awareness of this problem has forced many ACOs to take proactive steps toward properly collecting and integrating their participants\u2019 data in a timely manner.&nbsp;<\/p>\n\n\n\n<p>But is your ACO one of them? If the answer is no, here are four things your ACO&#8217;s IT leaders might not be doing\u2014but should be\u2014to realise the rewards your participants are working so diligently to earn.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Your ACO\u2019s IT leaders might not have a strategy for integrating their data sources properly.<\/strong>&nbsp;Your ACO needs a strategy for integration and interoperability. If your ACO can\u2019t extract its participants\u2019 data due to an inability to retrieve it from a certain brand of EMR and report it in the format that CMS requires, your ACO\u2019s likelihood of earning a reward will dramatically decrease. This is due to the fact that, without proper integration, your ACO would have to rely on manual data collection and formatting\u2014a time-consuming, labor-intensive process. Still, countless ACOs\u2019 IT leaders don\u2019t even think about this work until CMS issues a final notice, and by then, the opportunity is missed.&nbsp;<br><br><\/li>\n\n\n\n<li><strong>Your ACO\u2019s IT leaders might not be using monitoring tools.<\/strong>&nbsp;From each ACO participating in the MSSP, CMS randomly selects&nbsp;<a href=\"https:\/\/www.cms.gov\/Medicare\/Quality-Initiatives-Patient-Assessment-Instruments\/PQRS\/Downloads\/QA_2015DataCollection_Final_psg.pdf\">616 patients for each measure<\/a>&nbsp;(or the maximum number of eligible beneficiaries if fewer than 616 are available)\u2014regardless if the ACO serves 1,000 or 100,000\u2014and holds&nbsp;<a href=\"https:\/\/www.cms.gov\/Medicare\/Medicare-Fee-for-Service-Payment\/sharedsavingsprogram\/Quality-Measures-Standards.html\">each of them to 18<\/a>&nbsp;of \u201c<a href=\"https:\/\/www.cms.gov\/Medicare\/Medicare-Fee-for-Service-Payment\/sharedsavingsprogram\/Downloads\/2016-ACO-NarrativeMeasures-Specs.pdf\">the 34 quality measures used<\/a>&nbsp;to assess ACO quality performance for the 2016 quality reporting year.\u201d But your ACO shouldn\u2019t simply cross its fingers and hope that each measure\u2019s randomly selected 616 will represent the organisation well. Instead, to improve the entire population\u2019s care and their potential to positively represent the organisation, your ACO\u2019s IT leaders should use proper monitoring tools to programmatically address as many of those aforementioned 18 quality measures as possible&nbsp;<em>throughout<\/em>&nbsp;the year. For example, an ACO using monitoring tools that are informed by its participants\u2019 well-integrated data sets can identify its population\u2019s diabetics, isolate those who haven\u2019t taken their annual dilated eye exam, and prompt them to take immediate action, thereby minimising their personal risk while maximising their potential to augment your ACO\u2019s MSSP success.&nbsp;<br><br><\/li>\n\n\n\n<li><strong>Your ACO\u2019s IT leaders might not be enabling participants by giving them login credentials to essential tools.<\/strong>&nbsp;If you have to start contacting your ACO\u2019s participants for their patients\u2019 data&nbsp;<em>after<\/em>&nbsp;CMS identifies each measure\u2019s randomly selected 616 subjects, the data collection process will be painfully manual, even chaotic. Instead, your ACO should give each participant a login to a tool that captures and automatically integrates a given patient\u2019s data into the ACO\u2019s collective data set. This will not only relieve your ACO of any haphazard data collection burdens later, it will logically place the initial reporting responsibility on the shoulders of the participants who are, after all, generating the data right from the start.&nbsp;<br><br><\/li>\n\n\n\n<li><strong>Your ACO\u2019s IT leaders might not be leveraging their MSSP experience and applying it to other contracts.<\/strong>&nbsp;Payers like Cigna, Humana, and many others have their own P4P arrangements that reward ACOs and their participants for improvements in quality and cost-efficiency, but if the management of the contract isn\u2019t streamlined in a way that\u2019s similar to the way it is for CMS, with all the data sources integrated, your ACO foregoes a real opportunity. Don\u2019t let that happen. Instead, press your ACO\u2019s IT leadership to repurpose the technical proficiency they\u2019ll earn in their effort to satisfy CMS\u2019s data demands for MSSP by applying that knowledge to fulfilling their incentivising payers\u2019 requests for P4P data.<\/li>\n<\/ol>\n\n\n\n<p>Your ACO\u2019s IT leaders\u2019 commitment to taking action on these four items will have a significant impact on the well-being of your ACO\u2019s MSSP scores and its potential to capitalise on other existing and forthcoming P4P programs.
