The Devon and Cornwall Care Record (DCCR) is more than a digital infrastructure project; it’s a blueprint for regional healthcare transformation in the NHS.

Launched in 2022 on Orion Health’s Amadeus Digital Care Record, the DCCR enables clinicians and care teams across Devon and Cornwall to access, contribute to, and collaborate around a shared view of patient information.

In this in-depth conversation, John McCormick (Clinical Lead, DCCR) and Jane Bullard (Clinical Leadership & Partnerships, NHS Devon) reflect on the evolution of the DCCR, from technical implementation to clinical impact.

They share how the project moved beyond connectivity and integration to focus on what truly matters: delivering better, safer, more coordinated care.

Highlights from the interview include:

Empowering Clinicians with the Right Information at the Right Time

The DCCR was created to ensure critical information flows seamlessly across care settings, from acute and mental health to primary care, community and social services. That’s now a reality across the region, with clinical decision-making strengthened at every point of care.

A Landmark in End-of-Life Care: Digitising the Treatment Escalation Plan (TEP)

One of the standout achievements of the DCCR has been the digital implementation of the peninsula-wide Treatment Escalation Plan. Clinicians and care teams can now access up-to-date, patient-specific care preferences in real time, improving quality, consistency, and communication at life’s most critical moments.

A New Era of Citizen Empowerment: NHS App Integration

By connecting the DCCR to the NHS App, patients will soon be able to view outpatient appointments, care plans, and other critical information through a single, secure interface. This marks a significant step toward truly patient-centred care and digital inclusion.

Bringing the Whole System Along

John and Jane speak candidly about the challenge and opportunity of driving change across a complex health and care landscape. From onboarding new user groups to aligning clinical workflows, this journey has been one of collaboration, iteration, and persistent system leadership.

What’s Next for the DCCR?

The programme now focuses on expanding access for paramedics, scaling frailty and end-of-life care pathways, and publishing to the National Record Locator, making vital information available to clinicians 24/7, regardless of where care is delivered.

A Movement, Not Just a Platform

The DCCR story is a powerful reminder that shared care records are not just about data but about people. They’re about changing behaviours, improving trust, and enabling informed decisions when they matter most.

This isn’t just a technology rollout. It’s a movement and one that’s just getting started.
